The survey isnt particularly accurate, it rates the lowest speed on the fastest attainable in that street but the highest speed on the fastest paid for, not the fastest attainable.
Its feasible that every house in 1 street could have FTTH and all be on 300Mbps+ if it was paid for.
It also doesnt take into account how accurate the speed tests were and what conditions they were made under.
Were torrents running? were traffic management policies in effect? Were they tested cabled or wirelessly? Were the devices used free of all malware or spyware?
