Why did't they extend this driver update to the previous 3rd + 2nd Gen HD Graphics? Any performance gains in League of Legends are most welcome.

Intel have always had a very short time on drivers for performance improvements. They do bug fixes quite often, but performance improvements rarely go past the last gen or two.
