How about HTC and Samsung Windows phones getting the update?
You say "cesspool" I say "choice".
Actually your post bought up another thought - if Microsoft are supporting "their" phones with WP10, I wonder if the other two Windows Phone sellers - HTC and Samsung* - will follow suit and WP10-ize their (fairly lacklustre) WP8 offerings?
(*wrote that bit about the two WP8 sellers and then realised that there might be others out there that just haven't made it into my local store).
Sadly, its often a choice for only a short time.
Heck, my Motorola android phone was great, except that the only OS update they provided made the phone worse...and then the Google store rapidly filled with apps that needed 2.3 or greater, making the phone pretty much abandoned.
I'm sure its wonderful to be able to churn out phones that are basically ignored as soon as theyre released or something a tiny bit better is released.
Looking at the two leading non-Lumia phones:
Samsung Ativ - as you say, a decent spec but the politest description I've seen of it is "unexciting". Go looking for an Ativ S (which actually is a decent looker) and it redirects to the O2 store which, when I just checked, says "out of stock". Plus, I can pretty much guarantee that this'll be slapped to the gills with non-removable Samsung "value add" like ChatOn.
HTC 8S - good looker, but internal storage is so compromised that you effectively have to factory reset the phone to be able to install OS upgrades (I know this from bitter experience!).
Honestly, I can't see why anyone looking for Windows Phone would stray from the Lumia range - which seem to be pretty well spec'd and built, nice designs and good support. If I didn't have Android then I'd probably consider a Lumia - certainly in preference over an iPhone which just doesn't interest me.
You were pretty unlucky, and consensus seems to be that it's only the real low-end "bargain bucket" stuff that should be avoided. As to the ROM, because Android is relatively open it's pretty easy to flash a new ROM - and with a popular phone there's a good choice of relatively up-to-date stable OS versions. As to the other complaints, I'd single out Samsung as being the worst in the industry for the "make it, sell it, forget it" mindset.
I'd also suggest that if your Moto phone was only running pre-2.3 then this bad experience was a long while ago. And the Android market has definitely "stabilized" since those Wild-West days.
