It'd be nice to have a game set in an actual utopia, where you work with the security forces to crack down on paranoid terrorists. I'm bored of false utopias.
For some reason I keep picturing Mirror's Edge.
I'm in partial agreement with you. I'm also kind of tired of the "buck the system and stick it to the man" games. What would be novel would be to be in the character of some kind of authoritarian secret policeman and be cracking down on the "disruptive elements". Be liberating to have those kinds of moral choices - e.g. lift just the cyberterrorist and spare his family, or airstrike the whole building - after all, it's just a nest of traitors... Could even offer the reverse of Assassin's Creed where there's an assassin gunning for you if you get too effective and vicious.
Downside is that I think that kind of title wouldn't be an AAA one - lot of people would be "uncomfortable" with the ideal that you're the "black hat" rather than a flawed anti-hero or beneficiary of some kind of moral revelation.
Well if it was actually Utopia, there wouldn't be dissidents, terrorists or authoritarian police, right?
It'd be quite boring and probably a Sim City clone instead...
So my (100% accurate) guess is Dystopia (or even Atopia, if anyone has read that)...

An open-world in a simulated city - you are the secret police and your decisions have consequences. Leave the renegade at large to potentially recruit or be seen to crack down publicly and be mistrusted by the citizens. Arrest and risk them being re-released or kill but risk them becoming a martyr. Yup, I'd buy that.
hmm, a touch of `they live` going on?
Looks like it was a teaser for XCOM 2; still exciting!
Huh, I wonder how that'll fit into the XCOM style? Building up a squad in secret to kick out the aliens sounds quite fun (I haven't forgotten what I said earlier, but XCOM in a dystopia is a lot more interesting than a modern shooter in a dystopia)
