I'm sure it just means that 1GB out of the 4GB is exclusively reserved for graphics use.
Unless the X20 has a dedicated graphics memory bus as well, but that seems unlikely in a mobile SoC that is presumably using LPDDR4.
According to the MediaTek site it's using dual channel LPDDR3 and a maximum of 4GB of RAM, so I think you're correct in your assumption.
