Why on earth does a 1060 need a hybrid cooler? Just fit it with a decent air cooler in the first place. Even my 1070 shows little benefit from watercooling over the already excellent stock cooler.

Because not everyone will put up with the noise of air cooled cards under full load.

Same reason you can buy DDR4 RAM with tall heatsinks - cooling associated bling sells well

Tend to agree with pastymuncher here. Most if not all air cooled 1070's run pretty near silent (certainly can't hear mine over my very quiet Gentle Typhoon case fans) even under load. Assume this will / would be the same for the 1060's. Only real application that I can see would benefit, would be SLI. And as already stated ... no SLI for the 1060. But hey, if someone wants one, why not.
PS. Not like it will even help Overclocking on these cards, as pretty much all cards in this architecture OC about the same. Regardless of cooling.

My 1070 was more or less silent with the stock cooler. If the card has a decent cooler it won't be noisy. That's the point I was trying to make. A 1070 doesn't "need" to be watercooled so I am sure a 1060 won't either. Rather than the extra expense of a liquid cooler they should just fit a decent cooler in the first place.

Your experience is obviously different to mine, but on my HD6850 (similar TDP to the 1060) swapping the air cooler (a fairly substantial heatpipe-based partner design) out for a cheap AiO water cooler made a significant difference in noise & temps in my system. I'm talking about loads above 60%, not just the occasional variable load. I can run the GPU at full continuous load and not hear the difference - I cannot do this with any of the air cooled cards I've used. Also using a cooler that outputs heat outside of the case enables my case fans to run at minimal speed. As I don't have any noisy fans it's easy to notice any cooler which has to rely on a smaller higher rpm fan.
Liquid coolers aren't as expensive as you make out - a decent air cooler will use more copper and heatpipes aren't exactly cheap either.

Most cards run quietly (but not IMO "near silent" unless they stop their fans or otherwise use oversize fans) if you're not subjecting them to much load, and your tolerance of noise will be different to others.
I speak from experience of directly comparing an air cooled card with the same card upgraded with water cooling, running the same scenarios in the same system in the same (very quiet!) environment. My demands won't be the same as yours, and there definitely is a market out there for cooler, quieter systems.
