This looks strangely like positive progress to me. Perhaps there's hope yet for our little rock?

What gets me is that they seem to think 40/10 fibre is decent, I had 50/10 over 10 years ago. It's long overdue both BT and Openreach actually invested in the network and started replacing copper.

    It's antiquated.

They have - for the last 25 years for the trunk routes. Most if not all of Its backhaul is fibre. The tricky bit is the last bit is the last bit to the home and doing it passively so that there is no mains powered ISP provided equipment at the consumer premises - and fulfilling the legal requirement that BT has to provide a maintained emergency service. Removal of that requirement (which I think was part of a civil defence requirement) would make the deployment of passive optical networks much simpler.

Considering most of the exchanges in my area are not even upgraded to fibre yet (not talking about cabinets even, just the exchanges), I find that "most" part possibly a bit of a stretch.
