I guess the difference is that the packaging is good enough to do that fine grained update reliably, plus I don't have to reboot after updating, so it isn't disruptive.
Did you not get an option to select what you wanted to install? My Fedora install allows me to select a default set that I can customise to reduce installation time. That said - the modular design of a Linux system makes it fairly easy to remove unwanted applications using the default package manager.

Yes, and it actually is a Fedora install.

My point wasn't about Fedora bloat levels, it was that with countless compilers, editors and servers installed the rpm packaging system makes the whole lot painless to maintain. Thanks to decent dependency analysis the lack of dll hell makes the system more compact to the point you can fit all that stuff on a single install dvd.

Perhaps this is another case where Microsoft don't want to be seen stepping on the toes of the people that do those software installers, but this is fundamental technology that is painfully missing from Windows.

MS could always just adopt rpm or deb files for their packaging, assuming they can install something decent for running pre & post install scripts, you don't want to be doing that in a .BAT file

I notice my work laptop says there are 5 updates since Friday, though three of them are sub packages of Vim so really only two programs updated over the weekend. But still I can see what is being updated, and even though one of the programs is Vim which I am actively using I will tell it to update as Unix semantics allow you to use deleted files so I can keep using the old uninstalled version of the editor without worry. I probably only see the updates because I use the KDE desktop which highlights that there are updates available soon after they come out with a simple "click here" button to start them installing.

But if Windows updated at the rate that my Linux box updates people would freak. It isn't what they do, so much as how they do it.
