What I'd really like is for Razer to bring back the Ice Blue theme of blue leds and logos. I hate green (razer) and red (ROG) colour schemes on my hardware and always like cool/ice blue. But now if I want a blue themed Razer peripheral I have to buy a Chroma edition and set it to blue :(

Yes, but it drastically increases the price on some of their products. For instance, the Razer Blackwidow x Ultimate is #£100 on static light and the chroma is an extra £50. One day i'll fish out but then I'm paying a lot more just to use a multi-colour system in one colour due to my preferences xD

How much would it cost to instead produce the same peripheral in twenty different colours for even just the common preferences, though?

Not as much as you might think, considering the production line is already there and only a single part is changing, the cogs increase across the whole line would be a minor increase.
Now if it were a style change, you would have a point but this is a single component multiplied by the number required.

Great... so how many of each colour do they produce?
Red, Yellow, Green, Blue, White, Orange, Purple... Then there's deep blue, ice blue, forest green, bright green, pale red, blood red, etc... There's probably a minimum run quantity to justify running the machines, as well.
So, too many colours, too many variants, all of which have to be correctly boxed, stored, distributed to and sold in the right places at the right shops to meet the market...
Or they can just do one item with RGB lights...
It may suck, but that way each and every single buyer can get their exact choice out of 16 million colours and Razer aren't left with a bunch of pink mice that only a few people wanted.

And further to that point then why doesn't every manufacturer which have alternate colour schemed products use RGB LEDs and RGB controllers? If we're being facetious here.

No idea.
Branding image, perhaps? You yourself already associate green with Razer and red with Asus ROG... You can't copyright a colour, but you can make all your stuff in one. Look at Noctua fans, too.
Roccat certainly don't seem to have that problem, even though their colours are usually blue. My old Kova here does all kinds of colours. Logitech too.
