    Why does an old Atari machine need that kind of processing power for emulation, a super cheap Arm chip like in the NES Mini would suffice.

    My guess is they have designs on running more contemporary games but that will only work if they realize why others failed (Valve Steam Machines) and I doubt they have the resources to make it happen.

    It will probably load some Atari UI with it's own Atari games store but also have access to Steam linux, problem there is Steam linux lacks desirable content and whats there does not often run well at the most basic level, definitely not a console experience.
