...so some article stated that Titan V was giving compute errors when a scientific simulation was done twice and the researchers blamed it on lack of EEC memory. So what is Titan V used for?

Titan is the consumer chip. Quadro is workstation/scientific etc.
Actually the titan wasn't badly priced for the market they were originally intended, it wasn't released as a 'gaming' card it was released as a card that was for the sole trader or hobbyist that couldn't afford a quadro which was 5 times the price.
Titan V, works great in anything that doesn't rely on 100% accuracy, such 3D rendering via the gpu, although in all honesty it's likely fine for most people.
Having said that the original article you reference comes from the register which isn't necessarily a reliable source, even more so when it's just using anonymous sources and as such it could easily be just as much down to a code error as hardware.
That's not how nVidia was selling the Titan V. They were pegging it as a compute workhorse, especially for machine learning. And at £3k, I don't see many consumers lining up for it.
Well it's listed under the professional heading on their store page so i would assume that's who they're targeting with it.
Not much point in tensor cores on a consumer chip yet. Nvidia were pretty clear about the launch event being for researchers, not conusmers:

NVIDIA CEO Jensen Huang on Thursday lit up a gathering of hundreds of elite deep learning researchers at the Conference and Workshop on Neural Information Processing Systems — better known as NIPS — in Long Beach, Calif., by unveiling TITAN V, our latest GPU.
“What NVIDIA is all about is building tools that advance computing, so we can do things that would otherwise be impossible,” Huang, dressed in his trademark black leather jacket, told the crowd as he kicked off the evening. “Our ultimate purpose is to build computing platforms that allow you to do groundbreaking work.”
Twenty of the researchers — selected at random — received one of the first TITANs based on the company’s latest Volta architecture.
Last time I read anything about the Quadro cards, it was a film company's (Sony Pictures, I think) animation department talking about how they'd just bought 40-odd of the new ones so they could make ultra-amazing cartoon movies...
So no, not exactly the home user market!!
Considering the people using these things are making 1/2billion to a billion cartoons, movies, etc and they can be used for more than ONE movie, game, cartoon etc, I'm thinking they couldn't care less about the price. Titan was for the content creators (who may happen to game too) who as another noted couldn't afford $5k and had no need for pinpoint accuracy (games don't need it, most content doesn't either). For those people they walked home with 4 cards for the price of 1, which is pretty amazing, or you went home with a pair and had a whole new PC with cash to spare...LOL. That's a GREAT deal IMHO. For the gamer, it was just bragging rights which usually comes with quite a bit of sting for most people whether it's a cpu or gpu. Remember, it's people paying the top 10% perf who pay for the rest of us to buy reasonable cards/cpu with great perf (80-90% of titan for far less etc).
So Titan V comes with features that can give results with errors? Is that even a pro card? Nvidia should have marketed it as an entry level pro card for content creators (animation/movies) but not sensitive stuff like DNA sequencing and molecular modelling.
