Sort of but it's probably more to do with the differences in what we class as 'civil service staff', AFAIK most bean counters don't include the staff employed in the judiciary of the EU and like you say each nations staff dedicated to dealing with the EU (that's probably a hard one to quantify), on the other hand we include teachers, and I'm guessing others like police, NHS, waste collection, and other things.
When it was fact checked (of sorts) they ultimately decided that the two figures may not be comparable, oranges and apples i guess.
True, and of course our civil service used to be much higher - employees in the nationalised industies (Telecoms and other utilities) worker in the Royal dockyards (Plymouth, Portsmouth, Chatham, Rosyth etc) were also classed as industrial civil servants.
I suppose technically speaking everyone employed by the state (except for military personnel and eleted politicians) are civil servants.

Oh the irony of that comment, since it is the Brexit supporters that are long-sighted and the remoaners are the short-sighted ones worried about their cheap flights for next year’s holiday going up and completely ignoring the deconstruction of our democracy by Brussels.

You'd have to be long-sighted to see the benefits that, according to Rees-Mogg, may not happen for 50 years. I'm not prepared to wait until I'm dead and my child is old to get a benefit which may or may not happen. The same Rees-Mogg whose company have moved operations to Dublin. You know, to keep the benefits of the EU for his investors.
