They're not even trying to hide the alleged price fixing anymore are they, it's like they're sticking two fingers up at regulators and daring them to take action.

Having said all that, you would expect Samsung etc. to be cautious and try to read the future right before parting with $4 billion+ to expand production. The danger is that after years of low profits and other players going under, the current high price encourages others to enter the market and then Samsung cannot respond with production increases to bankrupt them before they get too big.
Of course, the major new players seem to have Chinese government backing so they might be hard to drive off.
