Whilst strictly speaking true, in reality that advanced speculation (even the P5 had branch prediction which could be classed as a form of speculation even though the implementation was like most parts of that chip hopelessly buggy and badly designed) only occurs in OoO designs. eg:
ARM A53 is in order and safe.
ARM A15 is OoO and vulnerable.
I have yet to hear of an in-order part that is vulnerable.
P5 was in-order, the Pentium Pro was Intel's first OoO design (K5 was AMDs, at least in the later masks when they got it to work).
