Probably not that many unless the user(s) decided not to update and also visit pron/warez/dodgy sights. Or opens an email from your Mum.
Where are all the people that SWORE that they'd never, EVER, upgrade to Win 10? What a waste of complaining and energy.
They probably only passed that milestone because our company just upgraded.
About time, too, given that when they announced the upgrade to Win7 at work, I was already using 10 at home!!
They're driving around in their petrol and diesel cars, having SWORN they'd never ever ever EVER pay more than £1 per litre...!!

I don't know about people who do not want to upgrade to a better platform....from windows 7 to windows 10 here, I passed on windows 8 as it seemed more like a joke to me and win 10 having more than what was looking for, though I would say that windows 10 is less user friendly than what windows 7 was, as have to be stuck, unless you look closely on an interface that does allow you to well to advanced faster by setting up hardware and more and such without having the 'idiot' proof surface and help still being of no use to most as well... as a more advanced user would like to be able to dig into things easier the winXP, 2K, 7 way or something down those... stuff is too packed away even on the professional versions, in which should be the other way around.

Bought a new laptop a while back, and it's still waiting for me to get around to nuking (*) Win10 and installing Linux. Which is waiting on me deciding which flavour to go for, for it. In the meantime, I haven't used it and the W10 on it is in exactly the condition it was when I got it.
My only W10 usage is on machines necessary for client work, which is almost none now, and none of my machines have been, or will be, upgraded to W10. Not even MS offering it free changed that, nor would it if they did it again.
As for it being a waste of complaining and energy, nope. It wasn't complaining, it was discussing on a forum why I wasn't doing it. And the energy was for particioating in a forum, not because I expected MS to poop their boots and change tack, or that I expected anything less than large-scale take-up. That, self-evidently was always going to happen. I don't even care that it has.
I make my decisions to suit my needs, and "complaining" wasn't complaining, but forum discussion which, in itself, was the object of the exercise and the reason to expend time and energy.
(*) = or, more likely, taking that drive out as-is, and sticking Linux on a completely fresh drive.
