You do know this affects only the government side and not the private sector? And that drive to indigenous tech was caused by the preceding American ban on sale of technology to China? If the ban extends, the government needs to be sure it can keep the lights on, and reducing reliance on a volatile outside force is just common sense.

The difference is that the UK government would be ordering _private_ companies not to buy Huawei, as opposed to operating an internal policy about what equipment it buys
Governments issuing orders to privately run companies telling them what to do or buy or not buy seems to go against what you might call "open, free, competitive, democratic ideals" and more like old style USSR behaviour.
