Why is it again that AMD offerings are gimped in the GPU department, only a maximum of a 2060 on the mobile and a 2070 on a the 3950X?

Somewhat understandable with the laptops as those would have required additional testing to ensure sufficient cooling while demand was uncertain, but there's absolutely no excuse for limiting the desktop machines.

More likely they're stuck with the mindset that AMD = Budget and are trying to hit the appropriate price points.
