I can only find "Systems Management Architecture for Server Hardware" which seems to be a suite of low level access specifications that enable platform management before the operating system is operational. If this is the same thing, then it sounds like an OS bypassing interface so rather than have an OS with a HAL and drivers that utilise the HAL you have drivers that become part of (or are delivered as) the device firmware.
