There won't be much difference (probably more coming off the 3XXX cards as they need more power) - the holes in the backplate are more recommendations, there's no proper guides forcing air out of them

At least on paper the 3080 and 3090 have one fan pump air straight outside and the other one passes over heatpipes through to the other side of the gpu and is then removed from the case via the top or rear fan.
These evga ones pretty much pump all the heat into the case and then pull it out using the case fans, will it make a huge difference in a well ventilated case, not likely in all honesty.

The fan over the GPU doesn't blow straight outside, it's like any other open cooler in that it blows air everywhere (some of which will go out the case). There's no ducting to channel the airflow, and there's cutouts in the silver X shaped bit to allow air from the fan at the IO end to stay in the case.

I do like the look of the FTW3 3080, its alright but the red could have been a different colour
