Yes, that's exactly what I think will happen and I think the folks at Openreach know it and want it that way.
As to HS2, the government has committed tax players money, our money, to contractors and jobs for this project and will not want to back out of it and any issues with contractual obligations at this point. It should in my opinion be cancelled, but they won't. As I've written here before, 20 billion for a technology essentialy first rolled out in 1825. ;-)

trains were earlier than 1825. Trevethick was running steam trains around the turn of the 19th century IIRC. High speed rail however is a lot more complicated, just the treatment of aerodynamics to prevent tunnel shockwaves is mid-late 20th century work and modern bogeys are really quite more advanced than a lot of people realise compared to old carriages from the war etc. I still agree however it is a complete white elephant and we'd be far better off without it and using the money elsewhere.
