The 665p isn't limited by 3.0, I'd expect the 670p isn't either. Optane in general isn't about generating peak sequential numbers at QD32.

I doubt it because next gen Intel is PCIe 4.0 compatible, probably just saving costs.

oh when thinking SSD in general I always think Samsung and Intel first... and that is about that, wondering about Kingston's variants though.
