Don't think it's being over marketed at all, they've been quite pragmatic with the marketing and we already have examples like it (Aya Neo, etc) that we can make comparators against the likelihood of their claims being realistic.

I think it maybe better power saving, don't most Linux distro's use the performance governor when they detect a Zen CPU.

Well I have a SFF PC,so that is not a bad thing!

If it is power saving hopefully it's also GPU-prioritised. The Phawx released some videos on the Aya Neo showing that when limited to 5W it cuts speed from the GPU before the CPU which makes sense for power limited general laptop usage. For games it's better to leave the GPU at high speed and cut the CPU.
