Again - was this game ever in development or is it all one big attention-grabbing excercise by their PR department?

I was looking into this and they issued an official press release back in May last year with quite a few of details on the game.

It was supposed to be shown at E3 2005, yet I can't seem to find any coverage on it. In October it popped up again with Take Two still saying that it was in development and will hit shops in 2006. It was expected to be at E3 2006 but once again - no sign.
