Going by the PCB revision number it is an X1600XT. I have no idea about the manufacturer however. From what I can see of the cooler it is the same one that Sapphire used on their X1600XT, with the difference being that Sapphire uses a metal, not plexiglass, covering. Its possible that this card may be an X1650Pro
