Good question. I think it's a full blown release. I'll double check though.

For the Xbox it's going to be via LIVE only, at least until (if?) they release a GOTY edition. As for the PC, it's available via retail channels only. Release will be simultaneous across both platforms. It's intended for PS3 release at some stage but no idea when yet.

As for the actual expansion, I think it looks great. Looks to have a bit more of that more alien environment atmosphere that Morrowind had and Oblivion was sadly lacking.
