It's not that bad. I've been playing quite a bit recently and there are many great moments in game. I usually play with friends, which generally enhances the experience of all MMO's, but playing on my own using the looking for group is great fun.
The driving is easy enough to get used to, unless you are totally inept or have a bad connection to the game server. Everyone hoo'd and haa'd at the driving in GTA IV but it was easy to get to grips with.

When you played APB did you start the game via the launcher or directly using the apb.exe?

No that was the right way. Seems launching the game via the exe alone can cause issues.
Out of ideas then. Ah well, hopefully whatever it is will be fixed if you ever try the game again.
