20 posts is still the requirement, and moreover, 20 legitimate posts. Spamming to get to it will, at least, get the posts deleted if a mod notices it.
The idea is that the offer is for members, and this is one way of assessing people that are members, rather than those just posting a few times to get free delivery. Of course, what qualifies people for the offer is, ultimately, active forum membership and that criteria might change, if it's deemed necessary by Scan and Hexus management.

It was changed to all members regardless of post count, then raised again. I guess there were a lot of poeple signing up and just never posting at all.
