I think it used to be that if u had some where between 60-85 posts that you could use an avator, but its now been put to 500 i belive. So every one with an avator who has under 500 posts, uploaded them before you had to have 500 post. So i believe

This would be the case. When we relaunched the forums with a clean sweep, we had a grace period for those who returned

Saves on server space probably. People with over 500 posts are more likely to be die hard hexus forum users. I know that lots of people with less than 500 like the forums but if u have 500 it shows u use the boards all the time i guess. Thats how ive thought of it any way

While I agree with having it high, why not also let people who don't make many posts but have been active and helpful for some time e.g. a year, have an avatar.

You spam and one of the admins will zero your post count

or if they post a certain number of decent non spam posts a day say an average of 5-10? they can request to be allowed an avatar then you wouldnt get any weirdoes who just spam then dont post for ages and abuse people.
but administrators know best just an idea, i know id like it if this was the case..
