Obviously can't talk from the editorial side, but as a long time hexus reader I've noticed they post UK retail prices as soon as they get them, pretty much. Paper launches are always US-centric, and AFAIK most tech companies won't actually set target prices in other regions until they're ready to hard launch to allow for things like fluctuations in currency exchange and shocks to logistics systems etc.
For instance, if AMD announced the RX 480 this week as $199, or £169 inc VAT, they'd be tied to that for a hard release that is more than a month away (29th June). So if something happened in between now and then (say, around 23rd June ;) ) that might have an impact on the relative strength of the pound to the dollar, they could be setting the UK pricing either way too high, or way too low. It makes far more sense to announce the pricing in their primary currency, as they'll have control over most of the variables in that primary market, then adjust overseas pricings at the point of launch.
I think it's highly likely that Hexus publish the UK pricing as soon as they can get it.
I can't talk for HEXUS editorial either, but I can talk for thousands of press releases of new or forthcoming products I've received, a very large portion of which are US-based because that's where the original news comes from.
If you want actual UK pricing, you have to wait for UK channel prices which can be days, weeks or even occasionally months later. So the initial US pricing should be seen as a ball-park guide, though all too often, if you remove the $ and insert a £, you won't be too far off.
Any prices given, USD or UKP don't really mean that much IMO.
Different OEMs, different retailers, prices can vary wildly.
We can't have value metrics worked out in dollars and such. I don't get paid in dollars.
I'd bet the dollar values quoted are those given in press releases. Anything else would be made up by UK press until UK pricing from UK channel sources are available. Sites like HEXUS can't "quote" prices before they're announced.
All they could do is guess, but then, so can you. The only UK prices that really matter, to consumers, are UK retailer's prices which are up to individual UK retailers to set, and can't be quoted until they're announced. Sometimes, a press release will be from a UK source and give UK recommended pricing. Sometimes it'll be date-embargo'd. But usually, these prices in dollars will be all that is announced, in early days.

Loved the example if the rx480 that £169 before vat is over £200 + vat pushing the price way above the adcertised initial pricing
£40+ on a card that was supposed to be at a kower price bracket isnt going to help cash strappped gamers!
