In what sense? What do you mean it isn't working. Have you activated your account/
The account was activated at 18:54 last night. You can rate users by finding them in the list of users and clicking the "rate" link next to their name. You won't see a rate link next to your own name as obviously you aren't allowed to rate yourself.
You will also be able to rate a user directly from their profile in the next update to the site
