It's a power factor corrector. It doesn't save energy as such, it corrects power factor to make it nicer for the electricity company. If you're charged for power factor (large commercial and industrial customers are, domestic customers aren't) it can be worth it to correct power factor to lower bills.
For home use it's pointless, will only increase bills.
The fact that it comes from Hong Kong is a no go aswell.

And 50KW on a single phase supply? I don't think so...
(Nearly 220 Amps at unity power factor, nearly 275 at .8 (assuming 230V supply voltage)
