The tiles themselves look clean and only the grouting seems to need work. For that you can sand off the surface of the old stuff with a Dremmel or something and redo the grouting.
If you would simply prefer to clean them, the best tool would be one of those steam cleaners which I doubt most people have, but they will make short work of it.

As for the best way to clean a bathroom floor, well, I prefer a steam cleaner (as long as it's tile, lino, etc, not carpet or wood). Marcos, it does mean storing a device, but a steam clean and a wipe, and my cleaner has a pad built-in, is (in my experience) highly efficient, fast, bloody effective, and requires minimal elbow grease. When a friend bought a new flat and had ceramic bathroom tiles that hadn't been cleaned in, I'd guess, well, ever (*), they tried all sorts of cleaning products with only limited success. I took the steam cleaner round and did the first wall in about 10 minutes with no real effort, and the tiles came up like new. So did the grout, for that matter.
I then told him the friend he/she needed the experience, so let them do the rest. They then bought a steam cleaner.
(*) My guess would be a good 20 years. Maybe more.
PS. my cleaner is a Vax, if anyone's interested. Had no problems with it.

They have to work out who I am first. I doubt mail addressed to 'Saracen' is going to find either my inbox or front door. Unless someone who knows me tells them , or someone can access both my IP and ISP records, it'll be hard to link one with the other.
I was completely sold on those steam cleaners ten years ago when i used to watch those shopping channels out of boredom, glad to hear they can work well
