Possibly. That's all down to how the dimm spd rom has been programmed. You might get as low as 2400MHz as it's only fairly recently that JEDEC actually standardised 3200MHz on DDR4. I'm running server grade ram here so no xmp settings to enable which means I'm using the JEDEC standard for 3200MHz. ISTR that's 3200 CL22, where any consumer 3200 kit I would be horrified to see higher than 18 cycles CAS latency.
But I would expect to see a pull down list of speeds in the BIOS if you wanted to select 3200. But these modern CPU seem pretty good at hitting 3600 on the ram. It's just a 12.5% overclock on the officially supported bus speed, and AMD seem to confidently tell people that 3600 is what they should buy.
