What would be the best chipset to pair with a xeon?

What will it be used for?

Gaming, general computing. Basic personal computer use, with the xeon filling as a budget i7

If you're going for budget then the cheapest one that's compatible with your CPU. There's negligible performance difference between motherboards because the performance comes from the CPU and GPU these days. Check the board has the features you want, the company has the warranty you want, then get the cheapest.

So I guess a chipset merely dictates the features a motherboard has?, are the following negligible topics for motherboards:
Heat
reliability (capacitors)
Generally best bang for buck

Yes, because they don't vary significantly. Though see my comment about warranty.

Hence cheapest.
