StarWars ROTS - Clone Army Ordering

re-watched this last night with a mate.

The following questions / answers came up.

1.) Who actually ordered the clone Army
well it looks like the emporer as he knew about order 66
However on Camino they say it was Jedi Master syphadiaz
So the question is - is syphadiaz the emporers old apprentice (Darth Pelagious)

It sort of fits in that syphadiaz was killed 10 years ago, and the emporer killed his master also, however that doesn't make sense as TPM was over 10 years ago - and at that time the emporer was in control (he had no master)


any thoughts ?

Probably an accounting error ...
