Might be the DNS servers, which ones are you using?
Tried the lot opendns / googledns and vm's own - no differnce in them.
After moving from our apartment (100Mbps cable, 10Mbps downstream) to a new house (100Mbps fiber, up & down), download speed has dropped a bit (need to test directly in the dirty swtich, bypassing the router to see if it's causing the slow down):

This is my results, based on Laptop (Wireless).
There is only a gigabit switch between the laptop and the copper-fiber converter, and Stockholm is ~20km away - so I guess SpeedTest only reports whole values (i.e. 0.99999ms = 0ms, 13.9999 = 13ms).

Impressive all the same! The network equipment there must be pretty overspec'd (relative to UK anyway) - must be great for VoIP/gaming!
