Best "freeware" program to monitor online usage

    As title...

So far I have found a few reviews all pointing to Net Monitor
    http://readerror.gmxhome.de/

However, it looks appears that this was discontinues since 2004 (so I was wondering if there was something more up to date (that works on Vista as well as XP btoh 32 bit!, oh and I'll like one for linux Fedora Core)

The reason that I need this is to make sure that I do not exceed my (proposed change) ISP on peak limit of 20GB.

And if I install it on several computers all on the same networks I can see who uses all the bandwidth, me, my sister or dad!
