New P55-GD65 TCPIP Issue

TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts.

Literally just built and installed this computer, i get the above error on it and my internet goes dead.

Any ideas?

I have scanned it with AV/Malware scan, but tbh its a fresh install on new drive and hardware, so i assume its an issue with the motherboard LAN connection.

Currently running XP 32 bit (All patched up)
