Windows 7 & or Nic itself weirdness (ipV4/6)

Ok Ive just built myself a new W7 machine @ work and im havin issues ping it (or connecting too it), state of play is as follows

Machine gets a IP issued via DHCP

With the NIC enabled in windows and a cable plugged it doesnt ping with IPV4 but does with IPV6 (from a another W7 Machine)

With the NIC disabled in Windows but a cable plugged in IPV4 responds to pings but IPV6 doesnt. Unplug the cable the pings stop immediately, plug it back in and it starts back up immediately

with the cable unplugged no response from either (as you would expect)

    What I've tried
Originally thought there was a duplicate IPV4 address on the network, discounted that as we gave it a new static IP via DHCP rather than a dynamic one still the same on the new IP.

Swapped cables patch, both ends, still the same.

Changed the switch port (although haven't changed switch as yet, will do that in a sec)

Have disabled and re-enabled both IPV6 and IPV4

The only thing I have left is a dodgy NIC which means building a new machine unless anyone else has an idea to try

Could be a firewall rule that blocks incoming pings under IPv4?

Or sick setting like 'Enable File and Printer Sharing' under XP which didn't allow ECHO requests...
