Pen and paper.
Most people gather somethings up with they get a "Domain cannot be found" message
Intranet , Email , Welcome Message when calling the helpdesk , posters by the coffeee machine.
plan your downtime with stakeholders in the business and get them to agree. When there inevitable person who has ignored the messages , deleted the mails etc complains , refer them to said stakeholder.

Mark it as high priority and give plenty of notice.

I always thought it would be a good system to have a ticker or pop up informing people of known service faults but i can't find a system like that anywhere.

that said it shouldn't be too hard to Knock up with an RSS feed to an app that opens a little IE window on login?

Can you do it with Windows messenger - a pop up box?
Nothing like a terminal message "System is going down for a reboot NOW" though!
