    Hotmail and their Ridiculous Blacklisting Policies

    So the other day I tried to send an email to a friend (who uses Hotmail). The email bounced with:

    SMTP error from remote mail server after MAIL FROM:<(myemail)> SIZE=1941:
        host mx2.hotmail.com [65.54.188.72]: 550 SC-001 (BAY0-MC1-F14) Unfortunately, messages from 144.76.45.203 weren't sent. Please contact your Internet service provider since part of their network is on our block list. You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors.
    Which seemed odd. I checked my server's mail logs and the amount of emails it has sent to Hotmail over the last 2 months could be counted on one hand. All of which I could personally identify. So I went to their site, filled out their (stupidly long) delisting form.

    A few minutes later I received this:
    Code:
    We have completed reviewing the IP(s) you submitted. The following table contains the results of our investigation.
    
    Not qualified for mitigation
    144.76.45.203
    Our investigation has determined that the above IP(s) do not qualify for mitigation.
    
    Please ensure your emails comply with the Outlook.com policies, practices and guidelines found here: http://mail.live.com/mail/policies.aspx.
    
    To have Deliverability Support investigate further, please reply to this email with a detailed description of the problem you are having, including specific error messages, and an agent will contact you.
    Seriously? They don't tell you why it was listed in the first place, don't tell you why you're still listed and then refuse to delist you. Has anyone else had to deal with this stupidity before and does anyone have any recommendations?

    Are they blocking it outright or every so often?

    I have a customer who is forwarding her Talk Talk emails to Outlook.com. Emails can bounce with error 550-"OU-002, which basically means Outlook.com are blocking emails from the Talk Talk mail server. The problem doesn't happen all the time, but just 2-3 times a week (as far as we know). Resending the bounced email a few minutes later, it will go through without a problem.

    I think Outlook.com is still a bit wonky, despite them claiming it's all fixed now.

    Seems to be outright, tried to email someone both today and yesterday with the same error message.

    Sounds like it is time to ask your provider for a new IP address for you smtp server.

    No server provider would ever issue a new IP based on the fact that the old one was blacklisted, because it means whoever they then issue it to would blacklisted already. It's a general server, not specifically an SMTP server so changing IP address (even if the hosting company would issue a new one) would be a massive pain.

    Anyone had to deal with this before?

    You'll probably find thats because its not 1 SMTP server, but a group, and one of them has been blocked, but not the others.

    I have the same problem, after moving from a server in which I had a good email reputation of over 10 years, (I had to move to another server due to network issues and cost factors), and hence ended up with a new IP address. Hotmail is so stuck in their own hard-headedness that they won't even consider the previous long standing IP reputation. It does not seem to matter if you are enrolled in the JMRP or if you are in the Smart Network Data Services, have a SPF, are a member of return path, have a good sender score, have a complaint rate of 0.1% with no spam trap hits, and are not in any blacklists. All things they repeatedly recommend like robots without brains. They continue to block and say that "your IP is does not qualify for mitigation", are simply being unreasonable, and Hotmail is blocking emails to their own users without any legitimacy whatsover. So now hotmail blocking your emails and not telling you users about it, it's not about preventing any spam. I don't know that it has to do with any rules, (because the more you comply with what they suggest the more frustrating it gets), or if there is just some manipulative control freak making decisions to block emails because he/she can. Because I am unable to post links as of yet, I would suggest that you google "hotmail does not qualify for mitigation" and read on the problems others are having.

    That's exactly the issue I'm having (and is still ongoing).

    Googling was something I first did, I can see rare other cases of this and people either said that the mitigation went through or they are still stuck in limbo like I am, no real solutions.

    As it stands now, I've just been telling everyone I know to switch away from Hotmail as they are clearly not reliable or even ethical.

    I have to deal with customers with that issue all the time, the problem is my issue is more severe, Microsoft servers outright refuse to accept the email, so it doesn't get to the user's mailbox at all, irrespective of folder or the content of the email.

    Unfortunately that link is purely soapboxing and doesn't really help resolve the issue.
