Realtek Ethernet driver: 23GB?!
This is what I see in CCleaner when I go to Tools and sort the installed software by size. The winners:

The Realtek Ethernet Controller driver is the biggest piece of software on my entire system, beating the remastered version of Bioshock.
What's going on here, and is there some way I can get this smaller somehow?

I don't trust CCleaner so I'd check it with something else. Either have a look for a 20GB+ folder relating to it or use something like Windirstat.

Don't use CCleaner. It has fracked up some PCs at work, when used by 1st line engineers that decided to use it as their go-to PC speeder upper before I could stop them. It might work fine for many years, until one day...

Surely that's more of a case of the engineers being at fault and likely clicking something they shouldn't have?
I've used CCleaner for years on multiple systems and never had any problems.

CCLeaner is dangerous. There is no way it can know with 100% certainty what you want and what you want deleting. In a lot of usage scenarios it will be quite safe but I wouldn't touch it (or any of it's ilk) with a bargepole.
If you want to delete registry contents, DLLs, etc, then do it yourself so you know what's been done.

You can select what CCleaner deletes manually - as long as you do that it is perfectly fine IMHO. Also,you don't want it to touch your Registry you don't simply select that option - its under a different tab. However,it is quite useful if you want to clear temp files from web browsers and the recycle bin in one go.

yes, that could be a problem of ccleaner, how much space does windows tell you the driver is using ?

There could be a huge pile of error/debug logs being stored in the drivers directory - there's a tool I use called "TreeSize Free" (which is.. free) that lists directories be size - you can easily drill down to the larger directories. I often find a temporary directory in my profile dir being filled up with gigabytes of cache data from one of my apps.
