Free Blogging Software

I'm aware that there are loads of blogging sites out there that either offer you free blogging software or a free blog.

However, I want to start a site for some people to blog on. Is there any free blogging software (PHP & MySQL) which will when they sign up, automatically send them a welcome email, create (a part of don't want loads of different ones) a part of the MySQL database for them, add a subdomain e.t.c.?

both won't automatically do all that on the server so someone turns up and adds a whole blog to themselves will they?

I suppose it also depends on one's server setup. I've never really be a fan of movable type.

Most CMS's should have some sort of blogging software - or at least a news module which could be used for the purpose.
