most routers control panels would run on a web server on the routers own IP address.
It would also depends on what had been set ( if not on the defaults )

On a home network it will always be the gateway address.
trying to help a neighbour - dont know what router he has got.
what would the gateway address be?
How about you go round to the neighbour's house and find out what the router is, or ask them to tell you...
Usually the address is 192.168.0.1, or try 2.1 at the end.
Otherwise do a trace
eg to google using something like samspade and the first ip it goes through is the gateway ip address.

is there a way to remotely reset/change the admin password?
You can try doing a master reset which should restore the setting back to factory default.
I found this link here for the Belkin Router factory reset:

Then I guess you can download the manual and find the default password. However before doing a factory reset. The defaults for Belkin routers are
IP Address: 192.168.2.1
User Name: admin
Password: admin
N.B. When doing a factory reset your network may stop working, so be careful when doing this. I would advise downloading the manual from Belkin to make sure you can get the network back to what it was in worst case scenario.
