Most likely cause, your computer (or someone else's computer sharing the same IP address) has been flagged as bombarding Google with fake requests.

This can occur also if you are using a proxy or anonymising network like Tor (I use Tor and have noticed this recurring). In such a case, the best bet is to use another search engine (like Clusty) or the Google screenscraper Scroogle. There is a Google-Scroogle Redirector filter available for Proxomitron that detects Google's "Sorry..." page and automatically redirects you to Scroogle instead, which I find the easiest option.

Do you have a static (fixed) IP address or does it vary?

If malware was found on your system, then it is quite possible you have other items still present (in particular, rootkits can hide themselves from anti-virus/spyware scanners and only a disk format/Windows reinstall is guaranteed to remove them). A quick test would be to shut down all your programs, disable Windows update (and any other automatic updates) and check for any network traffic. If you see traffic still coming from your PC (lights on its network card being the best indicator) then that strongly suggests malware still present.

In such a case, see the Castlecops: Malware Removal and Prevention guide or AumHa.org: Parasite Fight webpages for more instructions on cleaning an infected system.
