providers???

Hi m8 i am using ntl for the last 2 years been fine but recently i am having lots of problems, some times some pages dont work (google, ebay, yahoo, hexus ) other times the full service is dead. Since i am moving to a new place i dont feel i will carry the contract, anyway is there any site that tells u which providers u can use in an certain area (Wales) ?

So which provider should i choose (student so i wanna pay 15 pounds top)
the choice is driving me mad so many companies out there.
