as has been said above, it is highly illegal. be a friendly neighbour and tell em about it, perhaps it'll improve relations?
if they are the worst then dont bother telling them but dont mess about with it because thats just harsh, u wouldnt like it, and tbh you shouldnt use thier net either really.
btw what did u want to do hack there system or something? if so u got the ip go for it if you think it will get you anywhere..
