Have you tried pinging either of the ips from the other?

Or perhaps tried the add network place wizard? eg:
    \\nameofcomputer\sharedresourcename

What IPs and subnet masks have you given the PCs and the router? The subnet should really be the same for all

If you make router 10.0.0.1, sub 255.0.0.0 (prolly is already by default)
    PC1 10.0.0.2 sub 255.0.0.0
    PC2 10.0.0.3 sub 255.0.0.0

    it should all work

Make sure PCs have same workgroup name and file sharing services are on

if the workgroup names aren't the same, change them and then make sure that you reboot. (both machines - just to be sure)

My laptop defaulted to MsHome whereas my desktop defaulted to workgroup - a bit odd - but then that's Micros**t for you.

    "PC1 10.0.0.2 sub 255.0.0.0
    PC2 10.0.0.3 sub 255.0.0.0"

The default ips to use are:

    PC1 192.168.1.1
    PC2 192.186.1.2

    etc...

    Sub 255.255.255.0
