Lapping it will have very little effect, unless something is abnormally wrong with the heatspreader.
Also, I would be very surprised if there is anything approaching a reliable way to tell if a CPU has been overclocked.
If the heatspreader is flat to begin with , then you are not going to achieve much. If you do 'Clunks' wee test or put a 'steel ruler ' across your heatspreader then you will get a good idea if you need to lap it or not.
