This dudes running a core solo chip underclocked and undervolted to 1ghz@0.96V bare (no heatsink). The thing idles at 40C and loads at 71C, just slap on a big heatsink and it'll do nicely for a HTPC rig.
My Core Duo (same mobile, twice the cores I guess) is currently idling at 22c & 26c in the Thermal Analysis Tool with just a teeny heatsink on it. Great for downloading overnight and recording stuff at silly hours. Shame I can't alter the volts on this board. :(

Most intel chips will 'run' without a heatsink, they have pretty good thermal protection. Chances are though the thing is throttling when it's under load though.
